Blue vervain generally grows in full sun in wet areas including, fields, meadows, prairies, and swamps

Sow outdoors in fall, or mix with sand or peat add small amount of water and put in fridge for 4 weeks the sow outdoors in spring 2 weeks before last frost.
Sow indoors on soil surface after 4 weeks of cold stratification in the fridge at 20°C for 7-15 day germination. Allow to harden off after risk of frost is gone and transplant in a sunny spot with moist to wet soil
